Xizhuang Precinct, surrounding buildings are predominantly aging residential structures that no longer meet modern seismic design standards. This site also contains the historically significant Martial Arts Hall, which requires urgent preservation. In response, the New Taipei City Government seeks to integrate public and private land for coordinated development, realizing the renewal vision, improving environmental quality, and enhancing land-use efficiency. Through comprehensive planning that emphasizes modernization, smart systems, green and low-carbon strategies, and contextual integration with the surrounding environment, the project aims to optimize the operational efficiency of municipal land assets in New Taipei City.
Guided by a commitment to the land and a strong sense of social responsibility, the project implementer, Huang Hsiang Construction Co., Ltd., operates under five core objectives, including local relevance, cultural richness, heritage continuity, residential comfort, and integration of water and green landscapes. The Company aligns its efforts with government policies, adhering to all statutory procedures while integrating stakeholders' interest through principles of legality, fairness, and reasonableness, ensuring balanced protection of rights. All planning and architectural design will be developed with innovative yet pragmatic approaches, refelecting the distrct's development patterns. The project aspires to contribute to urban sustainability, enhance the overall community environment, and fulfill the renewal visions of "New Taipei's Story-Revitalizing the Old City," "A Renewal Opportunity Revealing Xinzhuang's Urban Potential," and "A New Future-A Green Waterfront Urban Forum."
